The CIP timer is not counting down

This could be a number of reasons:
1. Forward Flow setpoint has not been reached
2. Return Flow setpoint has not been reached
3. Temperature setpoint has not been reached
4. Conductivity setpoint has not been reached
5. CIP System has faulted and stopped the CIP Sequence.
Possible solutions
1. Check CIP Plant for full operation
2. Check the SCADA screen for alarms on pumps, valves and sensors
3. CIP Plant is not ready for CIP and the plant is in "Make-Up"
